Lady Doppler is a member of the Doom Syndicate. Her power was supposed to be the ability to control the weather, but similar to the Minion incident, Dreamworks got worried about a lawsuit from the X-Men for copying Storm. She was featured in the Megamind art book The Art of Megamind.
Lady Doppler appears as a member of the Doom Syndicate in the film Megamind vs. the Doom Syndicate and the TV series Megamind Rules! She is the only member of the Doom Syndicate seen in the art book to be featured in the television series, though Behemoth also appeared in the art book, not as a member of the Syndicate. She is voiced by Emily Tunon.
Lady Doppler was originally a weather reporter named Gail. After being fired from her weather reporting job for always reporting incorrect weather, she left the building and opened up her Twitter to rant about it. Gail hadn't reported there would be a storm that day, but there was. At that moment, lightning struck her phone, coursing through her and giving her lightning bending. Unfortunately, she survived and turned to evil, styling herself as Lady Doppler. Her villain could be referring to how she can alter the wavelengths and frequency of lightning and summon lightning from her hands. Her name, Gail, may be a reference to "Gale Force Winds."
