Psycho Delic is a member of the Doom Syndicate. He was one of the final three that almost made it in to the final film before being cut.
He is featured in the PS3 and XBox 360 video games. He's supposed to be able to vanish in a cloud of smoke, employ hallucinations, and say things so creepy that he even makes other villains shudder. The art book also describes him as a purple skeleton.
